Suggesting ways to improve the sanitation situation in Delhi, the Congress on Sunday released 'Clean Delhi, Breathe Delhi' — 'A draft roadmap of total sanitation solutions' for residents, as a part of their poll promise for the upcoming municipal elections.

"If the party wins the civic polls, it will make the municipal corporations self-reliant in two years time and develop Delhi as the cleanest and most beautiful city in the world," said Ajay Maken, Delhi Congress chief.

The draft was presented by Former Union Minister Jairam Ramesh along with the party's senior leaders. "The roadmap will remain a mere dream if the three municipal corporations do not become financially self-sufficient in two years," said senior party leader and former environment minister Jairam Ramesh.

He also said that, in 2011 when the UPA government was at the Centre, the Nirmal Bharat Abhiyan was launched to make the country open defecation free, and as a result, three States — Sikkim, Kerala and Himachal Pradesh — achieved the target of making their states free from open defecation.

"PM Narendra Modi's Swachh Bharat Abhiyan was a continuation of the UPA Government's Nirmal Bharat Abhiyan," he added.

As per the Delhi Pollution Control Committee report, the North MCD produces 4,200 tonnes, South MCD produces 2,850 tonnes and the East MCD produces 2,200 tonnes of garbage on a daily basis. Of this, more than 40 per cent of garbage remains untreated and is dumped in overflowing landfills at Narela-Bawana, Bhalaswa, Okhla, and Ghazipur.

According to senior leaders, the grand old party's top priority after winning the MCD polls will be payment of dues, including Rs 1,563 crore arrear to sanitation workers, and regularisation of temporary staff. "The Congress party's roadmap for solid waste management is intended to address the problem of the three MCDs across Delhi producing over 9,000 tonnes of garbage every day. We are not indulging in empty rhetorics for short-term gains, but offering concrete solutions to the problems of the MCDs to make Delhi a truly world class city," Maken added.

Earlier, a similar roadmap for making the MCDs financially self-reliant was released by P Chidambaram and Jyotiraditya Scindia on March 6, 2017. Another roadmap for primary education and primary health in the MCDs will be released in the next few days.
