10 yrs on, second diplomatic enclave plan gets green signal

Almost a decade after first being tabled, the proposal for a second diplomatic enclave in the national Capital has received a green signal from the Union Cabinet, chaired by Prime Minister Narendra Modi. The Cabinet approved the transfer of 34.87 hectare land at Sector 24 in Dwarka for the project on Wednesday.

This Delhi Development Authority (DDA) land will now be transferred to the Land and Development Office (L&DO) under the Ministry of Urban Development.

The proposed enclave could not got approval from the Cabinet earlier as the DDA and the Ministry of External Affairs (MEA) were at loggerheads for a long time over the issue of rent. The MEA had two demands — waiving off the ground rent for participating countries and keeping the property rates unchanged for two years. The DDA, which comes under the Union Ministry of Urban Development, agreed to the demands after several meetings in September last year.

The DDA has carved out 42 plots for the purpose, which will be given out at different rates, depending upon the type of institution, such as embassies, charitable institutions, and cultural centres. The plots have been divided into two categories — 21 will have an area of 2,000 sqm, and the rest will have an area of 1,500 sqm.

Since 2010, the land was being fully developed with basic infrastructure in place, including roads, water pipelines, electricity lines, storm water drainage systems and sewage lines.

The MEA also received a huge number of applications from various countries for the project but preference was given to those that are currently renting properties in the city. While 66 diplomatic missions are housed in Chanakyapuri, embassies of at least 39 countries function out of rented apartments, primarily in south Delhi.

In 2007, MEA had requested the UD Ministry, seeking alternative areas to develop a new diplomatic enclave as little land was left in Chanakyapuri. The UD Ministry then picked Dwarka for the new enclave, citing the area’s proximity to the international airport, the expanding Metro network and the infrastructure upgrade already underway there.
