Road resurfacing washes away like make-up, says HC

The court said it was interested in quality of roads, not in kilometres that have been resurfaced

The High Court sai on Monday that every road resurfacing work that the Ahmedabad Municipal Corporation (AMC) has taken up is because the high court was monitoring it.

The court said that it did not want to know how much of a stretch was resurfaced, and was only interested in quality roads.

The second division bench of Justice MR Shah and Justice BN Karia was hearing a public interest litigation by Mustak Kadri, a resident, who alleged that the very first raains had washed out most important roads in the city. There are more potholes.

The AMC on Monday submitted the vigilance department's report to the court. It contains the detailed inquiry carried out in this regard. The court came down heavily on the corporation on resurfacing quality, it orally observed, "The resurfacing of roads is like make up. It washes away with the rains."

The court has asked for a detailed report from the corporation containing specific details like which contractor constructed how much of the roas, which engineers approved the tenders and who certified the road and the payment. It also asked for an affadavit from the state on how it plans to help the corporation in resolving the bad roads issue. The state is expected to file a reply by October 4.

Petitioner's counsel Amit Panchal pleaded that the court should direct the corporation to take action against officers who approved tenders as well as payments.

The counsel also submitted that of Rs 338 crore worth of roads bills, more than 80 per cent were paid without quality check.
