Gujarat govt asks schools to return caution money to students

A day after the Supreme Court passed an order in a petition filed by schools concerning the Gujarat Self-Financed Schools (Regulation of Fee) Act, education minister claimed that it is a win for the state government.

Addressing the media, the education minister said, "It is a win for us as the court has said that it will be impacting all the boards. As per the order, we will be reconstituting the FRC within a week and finalizing the cut-off for the fees by February 28. Once we invite representations from parent associations and schools, the schools will have to submit proposals within two weeks and the final decision will come in four weeks."

We live in a democracy and hence will hear out the parents' associations (one who supports the Act and one who is against the Act) and the schools while fixing the cut-off. As per the order, schools are only to charge provisional fees. To get more clarity, we will be meeting the Advocate General." When asked Sunaina Tomar, Principal secretary of Primary and Secondary education about schools charging children on other sub-heads, she said, "Schools have to return caution money. If they do not return, parents can go to schools and asks for the same failing which they can file a complain to the DEO." When asked how will they be inviting representations by the schools and parent associations, she said, "We will be notifying the same through media inviting representations. We are here to hear them to finalize the cut-off. The court has not exempted any board for this Act. All boards including CBSE come under this Act."

Chudasama appealed to schools and said, "The amount of money schools are investing behind a battery of lawyers to fight against us, if they put in that much money and reduce fee of students, it would have a larger impact and benefit parents."
