Bombay High Court asks state to provide space to Maharashtra National Law Univ

The Bombay High Court on Friday directed the Maharashtra state government to expeditiously enter into an agreement with Mahanagar Telephone Nigam Limited (MTNL), to provide two floors, which will house the Maharashtra National Law University (MNLU), in Powai, Mumbai.

A division bench of Chief Justice Manjulla Chellur and Justice GS Kulkarni has asked the government to decided on providing the space measuring around 10,000 square feet by February 25, thereby allowing the academic year of 2017-18, staring in June to begin from the new premise. 

At present the University is operating from a temporary two classroom premise housed inside the Tata Institute of Social Sciences (TISS) at Deonar.

The direction was given during the hearing of a Public Interest litigation filed by practicing advocate Pradeep Havnur, in his petition it is stated that recently when he had visited the TISS campus, he saw the temporary structure, on further inquiry he was told that even when the MNLU Act was implemented in 2014, no steps were taken to allot 60 acres of land in Gorai as promised. Moreover, in the first year of the college, many bright students took admission in the institute, but later dropped out as no proper infrastructure was available.

Advocate Datta Mane appearing for the petitioner said “It is the obligation of the State to financially aid the University, to establish such special centers, specialised study centers or other units for research and instruction as are, in the opinion of the university, necessary for the furtherance of its objects and to establish and maintain within the premises of the university or elsewhere such classrooms and study halls, as the university may consider necessary and adequately furnish the same and to establish and maintain such libraries and reading rooms, as may appear convenient or necessary for the university, which presently is not being done.”

The plea also states that no steps are being taken by the government in the last six months to allot the land at Gorai and provide infrastructure to it.
