In its bid to speed-up project implementation, the Ministry of Home Affairs (MHA) has now given powers to Joint Secretaries to spend up to Rs 50 crore for executing works and purchasing land.
These officers also can make procurement through open or limited tender up to Rs 20 crore and procurement through negotiated or single tender or proprietary contract up to Rs 5 crore, according to latest order.
These decisions were taken by new Home Secretary Rajiv Gauba, who took over on August 31 after Rajiv Mehrishi retired.
Officials said the delegation of powers to the Joint Secretaries would bring flexibility in operations and reduce delays on matters involving financial expenditure.
The Joint Secretaries can also give expenditure sanction under infrastructure, civil, electrical works under approved schemes and projects up to Rs 50 crore.
Purchase of land through state governments and civic bodies up to Rs 50 crore can also be sanctioned by Joint Secretaries. They can also sanction up to Rs 20 crore for purchase of operational vehicles of central armed police forces, Delhi Police and other security related organisations.
At present, these powers were with Union Home Secretary, Special Secretary and Additional Secretary.
