Vacancies galore in Revenue Department

Of the total 704 sanctioned posts in Chikkamagaluru district, 216 remain to be filled

Even as the government is introducing new programmes and schemes, vacancy  in several departments continue to stymie successful implementation of the same. Revenue department, that is known as ‘Maathru Ilakhe’ (Mother of all departments) is no exception, especially in the district where 30% of vacancies numbering 256 posts remain to be filled against sanctioned staff of 704 as on December 31, 2016. A total of 488 personnel are rendering service in various cadres.

According to available information, highest of vacancies are in the lower cadres, who form the system at the core level. Of the total 291 sanctioned posts of village accountants, 255 are filled, while 36 remains vacant, followed by 30 each of second division assistants (SDAs) against sanctioned 97 and ‘D’ group workers against sanctioned 60 posts. A total of 25 posts of first division assistants (FDA) also remains to be filled against sanctioned 68 posts. At the top level, the only one sanctioned posts of Muzrai tahsildar and municipal tahsildar also remains vacant, followed by 13 each of shirastedars and deputy tahsildars.

Rangaswamy, an FDA with 35 years of service, said “While I have been awaiting promotion, most of my contemporaries and also juniors have already got double and triple promotions. I will be retiring in another two years,” added Swamy, alluding at the state of affairs in the set up. Though the deputy commissioner has brought the issue to the notice of authorities concerned in department of Personnel and Administrative Reforms (DPAR) and also the department of Law, it remains to bear fruits, with the nonchalant attitude of the higher ups.

The staff earlier were recruited on par with the population of the district in 1977. However, in the recent years, the personnel are working under constant pressure as they are tasked with the implementation of various programmes and schemes like pension scheme, disposal of applications received under 94 A , B and C, land act reforms, akrama-sakrama, bagair-hukum and the list goes on. The authorities are not even considering promotion at least on the basis of seniority in the service.

It is evident with two posts of shirastedar remaining vacant in the district headquarters itself. The taluk officials are deputed to cater to the increasing demand, thus delaying works at taluk level. The matter has also been brought to the notice of both Revenue ministers. The newly recruited staff require customary training, as in the case of otherwise it may come in the way of successful implementation of the programmes and schemes. The top cadre personnel are regularly trained, who prefer to work only during probationary period and later seek transfer to other places, only to create a void again.
