Home dept asks DPAR if Anupama Shenoy can be reinstated

The Home department has written to the Department of Personnel and Administrative Reforms to examine whether former DySP Anupama Shenoy can withdraw her resignation. Sources told DH that the Home department wrote to the DPAR last week to ascertain if there are any provisions in the Karnataka Civil Service Rules (KCSR) to allow civil servants to withdraw their resignation. If so, whether the official can be reinstated. Officials said that the DPAR will submit its opinion to the Home department next week. Shenoy, who had resigned as DySP of Kudligi on June 4, has written to Chief Minister Siddaramaiah and Additional Chief Secretary, Home, seeking revocation of her resignation. The government had accepted her resignation on June 10.

In a letter addressed to Siddaramaiah (a copy of which is available with DH), Shenoy has claimed that there were technical errors both in the resignation letter submitted by her, and the acceptance letter by the government.

She has said that no dates have been mentioned in either her resignation letter or the government’s acceptance letter. Hence, according rules, the resignation letter had no sanctity. Shenoy has also said that she has not officially handed over charge, as she did not serve her notice period. She has sought Siddaramaiah’s intervention for her reinstatement immediately as per norms.

When contacted by DH, Shenoy said she wrote to the government as her family, friends and well-wishers had asked her to get back into government service. She said she had also met Home Minister G Parameshwara in New Delhi and discussed the “issue”, which led to her resignation. Shenoy had resigned after protests were staged against her over the construction of a godown of a liquor shop adjacent to Ambedkar Bhavan in Kudligi town. Shenoy had given various reasons for her resignation.
