High Court relief for KAS officers indicted by CID

The High Court on Thursday quashed proceedings against KAS officers Asha Parveen and Salma Firdous, who were relieved from service after the CID indicted them for irregularities in the selection of gazetted probationers by Karnataka Public Service Commission in 1998.

Hearing a petition, Justice L Narayana Swamy ruled there is no illegality in the certificates submitted by the petitioners as the documents – said to have been signed by tahsildar–which was sent to the Forensic Science Laboratory (FSL) tallied with the original certificates.

The bench quashed the entire proceedings against the petitioners. But it also accepted the contention by counsel for petitioners Rahmathullah Kotwal, that the tahsildhar initially said the signature on the document is not his and when the same was sent to FSL, it was confirmed that the signature was indeed of the said Tahsildhar.

But since the case is politically motivated, the CID obtained a report from a private laboratory in Hyderabad. “There were contradictions in the report as well as in the document submitted by the CID. In spite of this, the magistrate has taken cognizance and registered the case against the petitioners, without looking into it,” the court observed in its order.

The petitioners had challenged the probe ordered against them. Asha Parveen and Salma Firdous faced charges of furnishing  fabricated Group 2B certificates. They are also facing allegations that they have claimed employment under the 2B category, while they are not entitled for reservations under it.


In their defence,  the duo had said that the allegations of fabricated certificates against them is baseless. Parveen stated that she was earlier selected as Police Officer under the 2B category and Salma had pointed out that she was appointed as a teacher under the same category and sought to quash the proceedings against them.

The court has also set aside the proceedings against Gopi Krishna, Narasimha and M B Banakar (all personal secretaries to the members and Chairmen of KPSC) who were also indicted by the CID in its report.
