Rs 14,000-crore Navi Mumbai International Airport (NMIA) crossed a major milestone with four global consortiums being qualified for bidding.

The NMIA project is proposed to be developed through public private participation (PPP) by establishment of a special purpose vehicle (SPV) with 26 per cent equity contribution from CIDCO.

The Project Monitoring and Implementation Committee (PMIC) chaired by Chief Secretary Swadhin Kshatriya qualified all the four bidders, the CIDCO officials said.

CIDCO commenced the first stage of the two-stage bidding process by issuing request for qualification (RFQ) vide a global tender notice on February 5, 2014. Four major global players namely GMR Airports, Mumbai International Airport (MIAL), Zurich Airport and Voluptas Developers (Hiranandani Group) and MIA Infrastructure (VINCI Airports International S A and Tata Realty) submitted the application for pre-qualification, highlighting the keen interest elicited by this project .

The CIDCO Board has constituted a Tender Evaluation Committee (TEC), for evaluating the applications and submitting its observations to PMIC for its review and approval.

The Project Advisors of CIDCO evaluated the applications received, as per the RFQ criteria, based on test of responsiveness, technical, financial and operation and maintenance criteria and submitted its report to the TEC for its consideration.

The O&M experience was specifically included as an eligibility criterion to ensure participation of highly reputed and experienced airport operators.
