Open exclusive PU, degree colleges for deaf: MLA

Vinisha Nero, MLA from the Anglo-India community, has suggested that the State government should open at least four exclusive pre-university and degree colleges for deaf children in Karnataka.

Participating in the discussion on the budget in the Legislative Assembly on Friday, the nominated MLA said the  colleges should have teachers trained in sign language. At present, there is lack of teachers to help deaf children to learn.

Nero said many non-governmental organisations were working for the welfare of the homeless, mental and physically challenged persons. Such institutions need government help. Subsidised ration through the public distribution system and medical insurance facility should be provided to the inmates, she urged the government.

The MLA said the government talked a lot about e-governance, but the State secretariat had still not become a paperless office. Though it is difficult to completely do away with the use of papers, the consumption could be reduced by at least 75 per cent, she said.

“In the Assembly, tablets have been provided to the members. At least a local area network could be created to circulate papers. So much of paper is being used for printing question and answer booklets provided to the members. This could be avoided by supplying the booklets only to those who seek them,” she said. Nero said the secretariat buildings should conserve energy by switching over to LED bulbs and using solar energy.
