EC to get 40 lakh VVPAT machines, EVMs by September 2018: Joti


Agartala, Nov 29 (IANS): The Election Commission will get 40 lakh VVPAT machines and EVMs by September 2018 for use in the 2019 general elections, Chief Election Commissioner (CEC) A.K. Joti said on Wednesday.

The VVPAT (Voter Verifiable Paper Audit Trail) machine attached to an Electronic Voting Machine (EVM) generates a paper slip with the name of the candidate and his/her party symbol for whom an elector votes for.

The Centre has sanctioned Rs 5,000 crore to the EC to procure 40 lakh of these machines.

"We need over 23 lakh EVMs and 16 lakh VVPAT machines for the 2019 elections," the CEC told the media here.

Government-owned Bharat Electronic Ltd and Electronics Corporation of India Limited will supply these 40 lakh VVPAT machines and EVMs. Both have been making EVMs for the EC for the past 20 years.

The Commission had decided that from June onwards all elections in the country would be held through EVMs attached with VVPATs, he said.

The CEC said that EVMs with VVPATs are battery-operated standalone machines with no Internet or mobile links and cannot be operated or controlled from outside or by any remote system.

Joti said the Election Commission, following a Supreme Court order in September 2013, had tried to make the voting process more transparent and the use of VVPATs with EVMs was a step in this direction.

Election Commission officials led by the CEC had arrived in Tripura on Tuesday to review the preparedness for the February 2018 assembly elections.

    E V M's being an electronic machine has a IC or chip which holds the program how they need to operate, nobody is given them by Election Commission to open them to check whether they can be hacked or are they tamper proof. This itself will cast a shadow of doubt on their credibility.
    Any electronic machines can be programmed to work in a particular way & can be pre-programmed to benefit the party election commission chooses to.
    As one commented simultaneous ballots along with these EVM's can only allay any doubts about their credibility with counting of both are cross verified.
    No doubt should be there as tampering of Democratic Voting Process itself is just like a terror attack on Indian Nation.
    In US just a trail of Russian Influence is making such a huge issue for one party which lost the election, but in no way people wanted the losers to be winners as they had suffered under both party politicians & they chose a businessman Trump to Drain the Swamp.

    VVPAT delivers the receipt only after the voter cast his vote. The voter has no idea about the software which generates the slip post voting.
    There are many developing countries in the world scrapped this voting machine and also outlawed it. But Only in India despite repeated complaints of rigging and its credibility money has been spent buying these machines.
    Many national political parties have openly challenged it but ECI rejected their claim.

    1. In era of 'Digital India' why the ECI need to wait for 45 days for 'Himachal Pradesh' results to announce?
    2. Why the same machines used in 'Himachal Pradesh can't be used in Gujarat?
    3. Why the Himachal Pradesh results has to be coincides with Gujarat results?
    4. If the EVM is tamper proof, how many VVPAT has been counted after every elections to tally with EVM registry?
    5. Why don't ECI conduct 'ballot box' and EVM together to check the credibility of the machines?
    6. Lastly why the AADHAR which made mandatory for every other transactions has not made compulsory for voting? Why do government need to spend additional exchequer on the 'voting card'?
    I request the 'Association of Democratic Reforms' need to seriously challenge the above questions through PIL or RTI.

    It was the Congress govt which introduced EVM.
