Govinda KC supporters urge lawmakers to impeach Lokman Singh Karki

KATHMANDU: The Solidarity for Dr KC Alliance on Thursday submitted a letter to all lawmakers urging them to take initiatives to impeach Commission for the Investigation of Abuse of Authority (CIAA) chief Lokman Singh Karki.

The document has cited as many as 12 facts which would be bases  for filing the impeachment motion, according to a member of the Alliance Dr Jiwan Kshetry. The facts have been supported by evidences collected  mostly from news articles.

Likewise, they have also demanded that another CIAA commissioner Raj Narayan Pathak also be impeached.

The letter has claimed that the facts and evidences collected meet all the conditions Article 101(2) of the Constitution requires to impeach any official.

"If the Honourable Lawmakers cannot raise this issue in the Legislature Parliament despite sufficient bases for impeachment against the CIAA Chief, the Alliance has concluded that" the document read, "The silence of the lawmakers would a suicidal step toward ending the rule of law."

The Alliance is a loose network of people from various walks of the life formed to extend solidarity with demands of Tribhuvan University Teaching Hospital's orthopaedic surgeon Dr Govinda KC, who had staged a fast-unto-death last month putting forth various demands including impeachment against Karki and Pathak.

Article 101(2)

One fourth of the total number of the then members of the House of Representatives may move a motion of impeachment against the Chief Justice of Nepal or a Judge of the Supreme Court, member of the Judicial Council, chief or official of a Constitutional Body on the ground of his or her failure to fulfil his or her duties of office because of serious violation of this Constitution and law, incompetence or misconduct or failure to discharge the duties of office honestly or serious violation of the code of conduct. If the motion is passed by at least two thirds majority of the total number of the then members of the House of Representatives, the concerned person shall relieve of his or her office.
