The wheels within wheels of PMO appointments

The Prime Minister has also instructed Additional Principal Secretary Dr
P K Mishra to attend the Union Cabinet meetings. This instruction is being
interpreted as a major change of protocol in the PMO. Had the Cabinet Secretariat and the Personnel Department not stood in the way, the Prime Minister was keen to designate Dr P K Mishra as Principal Secretary II.

Since the PMO is dealing with world governments and world leaders -- the decoration of Principal Secretary II -- would not have gone down well with protocol. Hence Dr PK Mishra got the coveted position of Additional Principal Secretary.
