Just days before an all-party delegation is scheduled to visit troubled Kashmir, Congress leader Saifuddin Soz has suggested a solution to the vexed issue based on the "merger" of former Pakistan President Pervez Musharraf's four-point formula with the 1952 Delhi agreement.

Suggesting the political solution, Soz said the merger of the two would essentially mean going back to the time when Jammu and Kashmir had its own Sadr-e-Riyasat (prime minister), with limited control of the Centre. This could be merged with Musharraf's formula of joint control of the two sides of Kashmir on Line of Control (LoC).
