The maiden budget of Finance Minister D.Jayakumar for the fiscal year 2017-2018 will be presented on Thursday in the Tamil Nadu Assembly . It will be the first budget presented in the absence of Jayalalithaa.

Heavy police has been deployed in the premises ahead of the presentation of the budget to prevent any outburst by the opposition.

Assembly Secretary A M P Jamaludeen, had requested the Chennai City Commissioner to deploy more police for protection, expecting trouble.

According to the AIADMK, the budget is expected to be free of any tax raises and as promised by its new Deputy General Secretary TTV Dinakaran, is expected to allot the required funds to implement the public welfare schemes announced by Jayalalithaa.

However, a week ago, VAT on petrol prices was increased from 27% to 34% and diesel by 21.4% to 25% by the Tamil Nadu government.

Also, the stagnation in distribution of food products through fair price shops will be brought forward though Food Minister R. Kamaraj has promised that the situation would become normal very soon.

Opposition party, DMK has already announced to bring up this matter in the Assembly and seek a recall.

Also, DMK has given a petition to bring a 'no confidence' motion against Speaker P. Dhanapal after the 'Vote of Confidence' debacle on 18th February.

Keeping this in mind, a three tier security has been laid around the Assembly.
