The Central Bureau of Investigation (CBI) registered the murder case on March 22, 2002 on the request of government of Bihar.

It was alleged that on February 14, 2002, few persons of village Rehal had gone to village Daleli, District Garhwa (Jharkhand) for the marriage of Lalmuni @ Bilath Yadav with Shail Devi and was to return on February 2, 2002. A group of MCC naxalites armed with weapons under the leadership of Nirala Yadav had gathered in village Rehal to create trouble for the marriage of Shail Devi whose marriage was earlier almost settled with Ram Bachan Yadav, a naxalite.

Subsequently, the marriage of Shail Devi was settled with Lalmuni as the family members of Shail Devi came to know about Ram Bachan Yadav being a worker of MCC. On February 2, 2002, when Sanjay Kumar Singh, DFO, and his officials reached the Forest Range Office in village Rehal, they were surrounded by these naxalites. The naxalites demanded Rs 5 lakh from the DFO but he refused to pay. Sanjay Kumar Singh was forcibly taken away from the village inside the jungle by the naxalites, where he was shot dead on the instructions of Nirala Yadav.
