Mihir Mahale, 28, a human resources manager at a private firm in Borivli, was waiting for a taxi on Western Express Highway on October 8, when he spotted three ‘police vehicles’ moving in the area. “I noticed these cars and thought there was something suspicious, as the police officers sitting inside did not look like typical policemen. They were not wearing proper uniforms and that was a matter of concern,” Mahale said.

Mahale got into a taxi and left the spot, but again spotted the same vehicles near Santacruz. Mahale then clicked photographs and reported the matter to Samta Nagar police station. “I narrated the entire incident to the senior police inspector,” he added.

Following the complaint and photographs, the Kherwadi police began investigating the matter. The Samta Nagar police first asked the protection branch whether there was any VIP movement, and on getting a negative response, they probed further. One team started checking CCTV footage, while another traced one of the vehicles through its registration number. It was found that all the vehicles had fake number plates. The police then learned that the cars were hired for the filming of an upcoming movie.

The police registered a case against three people, Shuvankar Ghosh, Raj Bindal, and Manpreet Singh Chaddha who work for a leading music company, under section 171 (Wearing garb or carrying token used by public servant with fraudulent intent), 188 (Disobedience to order duly promulgated by the public servant) and 34 (common intention) of the Indian Penal Code.
