The armed attacks in Maungtaw in Myanmar's Rakhine state were carried out by Havid Tuhar-led Aqa Mul Mujahidin linked with Rohingya Solidarity Organization (RSO) operating in the region, investigators said on Wednesday.

In its interim report on the incident, Myanmar's investigation commission said 12 people infiltrated into Maungtaw region and conducted terrorist training under the arrangement of Havid about five months ago, citing confession of three men arrested.

After the Oct. 9 armed attacks, Havid posted propaganda video files calling for the launch of wars in Maungtaw, said the report.

It said the attack in Rakhine state is different from previous armed attacks in the area, which were among local people only.

The October attacks were more complicated situation as they were conspired systematically by terrorists having connection with overseas organizations, and jeopardized the sovereignty of the state.

According to confession of the arrested suspects, some people and organizations from abroad are providing financial aid to the attackers, with the intention of igniting riots and conflicts in the country.

Regarding the external allegations, the commission made special investigation into the accusation and concluded that there were no cases of genocide, religious persecution, rape and torture in the region.

The interim report said the situation in Maungtaw is gradually returning to normal.

Nine policemen and five soldiers were killed in the Oct. 9 armed attacks on three border posts in Kyikanpyin of Maungtaw, Kotankauk of Rathedaung and Ngakhuya Office in the state. The attacks were followed by some sporadic clashes.

The government formed a 13-member investigation commission, led by Vice President U Myint Swe, in Dec. 2 to probe into the case.

The commission visited Maungtaw township from Dec. 11 to 13, inspecting and investigating in the 10 villages and four security camps where the armed attacks occurred.

The commission also allowed media access to information in the northern Rakhine state to refute the rumors.

The commission is tasked to formally report to the president by Jan 31.

A dusk-to-dawn curfew is still being imposed on Maungtaw since Oct. 10. Endit
