FIFA considering penalties for World Cup group-stage draws

FIFA are considering a proposal to finish any World Cup group-stage draw with a penalty shoot-out from 2026, when the tournament may expand to 48 teams.

The proposed format for World Cups from 2026 onwards would create 16 groups of three teams each.
New FIFA president Gianni Infantino wants the top two in each of the 16 groups to progress to the knockout stage - but that could create a situation where both teams could play for a draw in their final group match, securing themselves a place in the next stage at the expense of the other.
A report in the Times says the suggestion for a penalty shoot-out in the event of a draw is one potential solution to that particular problem, ensuring a definitive result in every match.
The FIFA council meet in January to discuss the plans for a 48-team tournament.
