Gunotsav: External evaluation now must for 4,316 schools that evaded it for 8 years

For Gunotsav VII, to be conducted from January 19 to 21, all 34,239 government primary schools have been divided into three categories.

IN THE last eight years since its launch, 4,316 out of 34,239 government primary schools in Gujarat have never been evaluated externally during the annual evaluation exercise — Gunotsav.

Realising the sheer lapse in planning and scheduling, for the first time, the state education department has identified these 4,316 schools and made it mandatory for them pass through an external evaluation conducted by state government’s senior officers.

For Gunotsav VII, to be conducted from January 19 to 21, all 34,239 government primary schools have been divided into three categories. On each day, the external evaluation team will be assigned one school from each category.

The internal evaluation of reading, writing and mathematics is conducted by all schools which is also followed by an external evaluation where nearly 30 per cent of schools are covered by senior officials.

Even if 30 per cent schools are covered externally each year, if planned properly in the last six Gunotsavs, each school would have been visited nearly twice.

“While the priority this time will be these 4,316 schools never evaluated externally put in category I, based on previous two years Gunotsav results, the second category of schools has been those that have witnessed the highest fluctuation in grades assigned,” revealed a senior education department official.

For instance, schools that have recorded grade A+ (the highest) and A grade in Gunotsav V and slipped down to grade D (the lowest). Such schools have been identified to be 2,889 in number.

The second category of schools also includes schools scored grade C and D in previous year Gunotsav results. This would come out to be over 10,500 schools-8,709 schools in the C grade (score 4.8-6.1) and 1,800 in D grade which is below 4.8 score.

While, on the state average, including both lower- and upper-primary schools (34,239), maximum number of schools were in B and C category-15,726 schools. B grade (6.1-7.4) schools and 8,709 schools in the C grade (4.8-6.1). As many as 1,800 D grade schools which is below 4.8 grade.

The schools that have been categorised in the third group are schools scored grade C and D in last two years and have recorded no improvement in performance.

Already, going by the previous two years records-2015 and 2016 questions on the evaluation process have been raised. As the schools that were graded A+ in Gunotsav V, failed to maintain the top grade in Gunotsav VI. Out of 835 A+ grade schools, a little above half; only 443 were graded in the same grade, this year. While 356 slipped to B grade, 4 schools even declined to the lowest grade of D.

Similar was the results of A grade schools. Out of total 10,996 schools that were graded A in Gunotsav V, as many as 2,305 declined to lower grades including 114 in the lowest D grade.
