Income-tax and the Wealthy.



THE report on the income-tax administration of the Punjab during 1915-16 gives an account of the steps taken to tax the assesses on a more correct estimate of their income. The inefficiency of assessment in certain districts was pointed out and the remark made that this inefficiency was "just as likely to show itself in the inclusion of small men who ought to be excluded, as in the under assessment of the richer." The returns show there were 8 assesses whose income exceeded one lakh of rupees each and who paid income-tax of Rs. 1,04,373. A critic, writing in Capital, says: “I find that there is only one Government servant whose salary is over a lakh rupees a year. That is the Governor who paid Rs. 3,125 as tax. I'll go bail that there are at least 100 private individuals whose monthly salary is over a lakh of rupees a year.”
