HUDA transfers 4 sectors to Panchkula MC

Both parties have to sign agreement by December 15

FOUR SECTORS have been transferred by the Haryana Urban Development Authority (HUDA) to the Panchkula Municipal Corporation. The decision was taken at a meeting chaired by the principal secretary of Urban Local Bodies Department. Both the parties have to sign an agreement by December 15.

HUDA will transfer sectors 20, 21, 25 and 26 to the municipal corporation, besides shopping centre and shops of already transferred sectors and remaining six roads, which include dividing roads between 7/18, 7/8, 5/6/ 6/7, 1/6 and 1/2, for maintenance. The civic body is responsible for upkeep of roads, maintenance of parks, streetlights, sanitation and solid waste management of sectors within its jurisdiction.

Earlier, the corporation was resisting the transfer on the grounds that it does not have required manpower and resources to maintain the sectors. At present, a total of 16 sectors are already within the jurisdiction of the corporation. HUDA has agreed not to transfer staff which is not required by MC. Earlier, HUDA was planning to transfer a total of 482 employees, including sewermen, gardeners, electricians, sanitary supervisors, drivers, beldar, mate and sweepers to carry out maintenance work.

In a letter written to HUDA last month, the civic body had raised an objection to the transfer of 248 beldars, 10 mates and 69 sweepers, and said that they were not required in the corporation. It was also pointed out in the letter that the corporation was finding it difficult to meet the day-to-day requirements of maintenance and development of existing areas within its jurisdiction. The civic body was not equipped to provide the desired service level and it would be in the interest of residents of Panchkula that the transfer of sectors be deferred.

HUDA has agreed to transfer 50 per cent of profit margin of the receipt of the unsold sites of all types made through sale or auction by HUDA after deducting cost of land and government fees incurred on these properties.

HUDA will have to develop the essential infrastructure before handing over the sectors. It will have to remove deficiencies in service as agreed upon mutually within a period of three months.

When contacted, Municipal Commissioner Lalit Siwach said that HUDA had agreed to the conditions laid down by the corporation for transfer of sectors. “MC and HUDA will sign the agreement by December 15,” he said.
