Demanding white paper on demonetisation, AICC general secretary Digvijay Singh in Patna said on Sunday that Jandhan accounts had been only “helping people to convert their black money into white”.
Singh said Congress has demanded JPC inquiry into the whole process of demonetisation, which has been “under cloud” with suspicions of several BJP leaders already knowing about it as it suggested by West Bengal unit of BJP depositing over Rs 1 Crore in its account on 8 November, a day before the government banned notes of high denominations.

Talking to reporters in Patna, the AICC general secretary Singh said: “There has been land purchase by BJP in some states, there have been spurt of deposits by BJP. We want white paper on whole process of demonetisation. JPC must look into everything what the government did in its preparation for last 10 months before note-ban”.
Singh alleged that Jan Dhan accounts had been only helping people to convert black money into white.
“Jan Dhan accounts have been blatantly misused to convert black money as is clear from facts available in public domain, which reflect that a sum of Rs 75000 Crore has been deposited in these accounts in last 20 days since demonetisation. Admitedly, 76 per cent of Jan Dhan accounts had zero or balance up to Rs 5 before note-ban. In the first 17 days of demonetisation, 17 lakh new Jan Dhan accounts have been added.”
Referring to surge in deposits in regular bank accounts, Singh added: “RBI data reflect that in September 2016 alone, an additional amount of Rs 5,88,600 Cr was deposited with scheduled banks, showing a sudden spurt from previous months’ figures, This unparalleled increase in bank deposits itself tells a story of black money conversion.”
Further mounting attack on Narendra Modi government, Digvijay Singh alleged that “Modi government increased limit of foreign remittances from India leading to an outflow of nearly Rs 30,000 Crore from the country only in one year prior to demonetisation decision.”
Before BJP came to power in May 2014, every Indian could remit $75,000, he added. After coming to power, BJP increased this limit to $125000 and this limit was further raised to $250000 per year, Singh said.
He said Modi government had changed rules and directives on demonetisation 105 times in first 19 days of note-ban decision.
Asked about Bihar CM Nitish Kumar not supporting Congress on demonetisation, former MP CM said: “We are on same page as he is also talking about inconvenieces faced by public. We are not opposing note-ban like him. He is against corruption and so are we.”
