GTSC held several insight sessions over the past year focused on understanding key federal agencies and improving engagement. Sessions included briefings from the FBI Terrorist Screening Center, TSA on acquisition challenges, and an ODNI industry day. WHAT A JOURNEY!
When we set sail a short 5 years ago, who would have known the progress and growth we would achieve on behalf of small and
mid-sized firms in the homeland and national security market! I am so proud to work with all of our members to build this incredibly
historic community and bring the best our country has to offer to the mission of securing our nation.
Small, mid-, and some prescient large companies have joined GTSC to bring new ideas, innovative solutions, and the latest
technologies to our government partners.
WHY?
Because this mission cannot wait.
Procurement and acquisition processes that take years are not good enough.
Cyber laws and rules from before the internet are not good enough.
Stovepipes and turf battles are not good enough.
Our government partners have recognized that they must find answers much faster and change the way they do business to be
dynamic and responsive to the threats. And they have turned to innovative companies to do so – looking to Silicon Valley and other
areas of the “cutting-edge” to bring what the private sector can do to the mission of our security.
I am heartened daily by all of our members. Our companies are the “Silicon Valley” of D.C. – standing ready to work with our
government partners and one another to provide the best solutions. In the tumultuous, competitive, and tough business of federal
contracting, our members hang tough and bring their best ideas, technologies, and answers to the mission. They see the benefit of
coming together to work with others to improve our collective security. They want to be differentiated for their excellence. They want
to see the mission succeed – not just languish in contracts that never achieve their purpose.
GTSC has worked tirelessly to support these best of breed companies. We have initiated numerous programs to support their
work and help our government partners find them. Our signature “CBP Day” and this year “USCIS Day,” our DHS and DOD business
development exchanges, our procurement training sessions, our “Smashing the Box” initiative, our member workgroups around
procurement and acquisition and much, much more have united a community around improving the processes that support both the
mundane, and the exciting programs that surround how we protect our nation.

The Government Technology & Services Coalition (GTSC) is a non profit, non partisan
501(c)(6) trade association of innovative, agile, small and mid-size company CEOs
who create, develop, and implement solutions for the federal homeland and national
security sector. These companies founded GTSC to band together and work with
their federal partners to achieve their mission by bringing the innovation, creativity,
and ingenuity of successful small businesses to the homeland and national security
enterprise. These CEOs, many of whom are former government officials, joined together
to share best practices, information, and resources to lead the initiatives and solutions

For our first five years, we have focused on ways to make our members smarter, better, and more efficient at
their business development, networking, partnering, and teaming. Our programming evolved over time to bring
decision makers from our federal partners together with our members to take a “deep dive” into components

Across government our partners have struggled with finding
the appropriate mechanisms to reach out to industry, not
only to inform, but to solve problems as well. GTSC has
worked with numerous components and agencies to help
current and potential government contractors understand
their clients and their mission. We also work with our
government partners to find innovative ways to bring their
needs to the contracting community.
ACQUISITION & PROCUREMENT
ACTION GROUP
Our federal partners face numerous challenges when
buying the products and services they need. Rapidly
changing technology and markets, delayed/cancelled
procurements, protests, lack of information sharing, and
workforce challenges are just a few of the roadblocks.
Through the Acquisition & Procurement Action Group,
GTSC has been working with the procurement officers
within our partner agencies to improve the acquisition
and procurement process. This action group focuses on
providing member input to improve federal outreach to
small and mid-sized business and is committed to ensuring
that our members have a seat at the table. All GTSC

DEBRIEF ACTION GROUP
The Debrief Action Group has been active since day one of
GTSC. Because a debrief can make or break your company’s
next proposal opportunity, members have taken a special

developed a suggested mock-debrief process.

ETHICS TRAINING
GTSC began offering ethics training annually to all of our member companies
in 2015. Open to all employees of member firms, the training provides a
complete review of FAR ethics guidelines updated annually with a certificate of
completion provided for each attendee who attends the full training. Taught by
a former JAG attorney and Strategic Advisor to GTSC, it is a “must attend” for all
small government contractors.

This year GTSC launched an effort to
support and build our community by
participating in charity efforts on behalf
of homeland security causes. For our first
effort, GTSC Members came out in force
to support the Border Heroes Classic, a
fundraiser founded by Nuri Vitiello and
Debbie Adams to support the families of
fallen Border Patrol Agents. Firebird AST,

Group joined the GTSC TEAM to show their

BUILDING THE HOMELAND
SECURITY COMMUNITY
In February, the Government Technology Services Coalition joined forces with
InfraGard of the National Capital Area and Women in Homeland Security to host
famed journalist Ted Koppel to discuss his latest journalistic endeavor, “Lights
Out: A Cyberattack, A Nation Unprepared, Surviving the Aftermath.” The book and
conversation focused on the impact of a major attack on the U.S. electric grid and
revealed some gaps in our planning and execution of a strategy to protect our
systems to prevent such an attack, and respond to and recover from an extended
outage. Over 250 GTSC members and guests joined us to explore how we could
marshal our resources to mitigate the impact of such an attack and in the process
improve our resilience to any type of attack.
GTSC’s action item from the discussion was to become a Founding
Partner of National Critical Infrastructure Security
Resilience Month (NCISRM) -- sponsored by the
U.S. Department of Homeland Security’s National
Protection and Programs Directorate (NPPD),
Office of Infrastructure Protection. GTSC worked
with InfraGardNCR to stand up a NCISRM website,
contribute to raising awareness during November,
and support a national facilitated discussion
around a
Ukraine-style attack on our electric grid in November. Additionally, to support the
security process of our members, GTSC once again co-hosted our DHS Personnel
Security Forum to discuss the security clearance process and clarify questions around

U.S. DEPARTMENT OF TREASURY –
EXCELLENCE IN PARTNERSHIP AWARD
In 2015, the Treasury greatly expanded its small
business program, hosting its first Small Business
Roundtable with leadership from Treasury and
small business organizations, hosted its first
Small Business Industry Day, and worked with the
U.S. General Services Administration to develop a
video-training tool for Contracting Officers (COs)
used government-wide. The U.S. Department
of Treasury, Office of Small Disadvantaged
Business Utilization, presented the Government
Technology Services Coalition (GTSC) with
the Excellence in Partnership award for “Moving
Treasury’s Small Business Program Forward” through its work to develop a robust program for small
businesses interested in working with the Department.

companies understand the Department of the Treasury, our needs, and where small businesses
could help our mission in both every day execution and in how they invest in their business.
Their leadership and members participated with us in a number of projects to educate our

AFCEA INTERNATIONAL – INDUSTRY SMALL BUSINESS PERSON OF THE YEAR
Kristina Tanasichuk, founder CEO of the Government Technology Services Coalition
(GTSC) was selected as AFCEA international’s Industry Small Business Person of the Year.
The award recognizes an individual working in industry who has had a positive and
tangible economic, social, or strategic impact over a wide range of markets or a
particular community, region, or national area.
LINDEN RESOURCES – PARTNER OF THE YEAR
GTSC was awarded Linden Resources “Partner of the Year” for our work to connect GTSC
employers with qualified veterans and for contribution to Linden’s understanding of employer
needs. GTSC partnered with Linden Resources in 2012 to find meaningful employment for
veterans upon their return to civilian life. Linden Resources’ Vets Ready2Work program
empowers veterans with disabilities to attain and sustain employment, enabling them to achieve
independence and regain self-sufficiency. GTSC member companies work with Linden to hire
veterans, provide feedback on workplace requirements, and refer veterans to the program.
