EIGHTEEN MONTHS after a traffic police head constable was arrested and dismissed from service for allegedly throwing a brick at a woman, Delhi Police have registered an FIR against the woman for allegedly misbehaving with the officer.
Confirming that an FIR has been registered at Tughlaq Road police station, DCP (New Delhi district) Jatin Narwal said the investigation is underway.

According to police, the incident took place on May 12 last year. Head constable Satish Chand had stopped the woman, Ramanjeet Kaur, for an alleged traffic violation following which he allegedly threw a brick at her. A passerby recorded the incident, which went viral, forcing the Delhi Police Commissioner to take action against Chand.
Sources said that a day after the incident, Chand filed a complaint but police refused to register an FIR. He later moved a petition in the Delhi court, following which police finally registered an FIR under sections 186 (obstructing a public servant from discharging his duties), 332 (voluntarily causing hurt), 353 (assault or criminal force to deter a public servant from discharge of duty) and 427 (mischief causing damage) of the IPC.
“In his complaint, Chand claimed he was on duty at the Golf Links signal when he caught the woman jumping a traffic light. He claimed she misbehaved with him after he stopped her. He later informed the PCR of the incident,” said police sources.
In Kaur’s version of the incident, she claimed she was wrongfully stopped by the constable, who then “demanded a bribe of Rs 200” from her.
Incidentally, Chand had also made a “sting tape” of the entire episode, in which he is heard asking the woman for her licence and vehicle registration papers. In the audio clip with police, there is no mention of the Rs 200 that the woman said Chand allegedly demanded, sources said.
Police sources added, “Chand claims the woman tore his uniform and threw a brick at him, which hit his knees. She refused to show her licence and registration papers.”
Police had assigned an ACP-rank officer to investigate the case. However, investigators are unable to file a chargesheet as Kaur has refused to pursue the matter, said police.
