China's Xi poised to tighten grip at party conclave

BEIJING -- Chinese President Xi Jinping has a prime chance to further consolidate political power when top Communist Party officials gather this week by tightening disciplinary rules and maneuvering to weaken collective party rule.

Security around Beijing's exclusive Jingxi Hotel kicked into high gear Monday morning with an increased police presence and restrictions on foot and vehicle traffic. The party's Central Committee, including Xi, who is also the party's general secretary, and Premier Li Keqiang, is gathering there through Thursday for its sixth plenary session. This is a chance for elite cadres to discuss critical policy and personnel matters around once a year.
