Mr Ibobi had gone to Ukhrul by air to inaugurate three complexes, in spite of a blast at the site early today.Manipur Deputy Chief Minister, Gaikhangam today condemned the attack and declared that the cease fire agreement between India and NSCN (IM) is not extended to Manipur.
