On the second day of its three day visit to Punjab, the Election Commission headed by Dr. Nasim Zaidi, Chief Election Commissioner and two election commissioners Mr. A.K.Joti and Mr. O.P. Rawat today launched 3 Information Technology Systems namely Samadhan, Suvidha and Sugam during a meeting of the Deputy Commissioners, and senior Police Officers here today. Presiding over  a high level meeting of the  Deputy Commissioners and the senior Police Officers of the State, CEC Dr. Zaidi said that  this single window platform using ICT solution for quality interactions with the electors, citizens, political parties, civil societies and Media would help in ensuring the election process smooth and transparent.   These IT solutions will make the system independent of human influence, said Mr. Zaidi.ECI has also directed that a proper training programme for officials and political parties will be provided for effective use of these IT systems. 

Any feedback is welcome on [email protected] or [email protected] also said that citizens and electors are most essential stakeholders of Election Process. For inclusive elections their effective participation in voting is essential. Their participation in the form of suggestions, information and complaints if any plays a major role in making elections free, fair and fearless elections.Giving further details, he said that Samadhan a complaint monitoring system has two folds system for its logical operations. One for submission of information, suggestion and complaint if any to the system, which will identify as to which level of official is a right authority to deal with it and immediately pass it on to him. The official will get alert indicating receipt of this submission. Second is monitoring level by senior officials for keeping the disbursal of the complaints and actions taken to resolve it in a time bound manner. Candidates and political parties apply for different permissions like meetings, rallies, vehicles, temporary election office, loudspeakers, helicopters and helipads during Election Campaign.

Suvidha, the single window clearance for permission related to campaigning will facilitate to bring in more transparency in applying, processing and granting of permissions. All permissions to candidates and political parties except for helicopters will be granted or refusal communicated within 24 hours from submission of the application online. Permission for helicopter use will be done in 48 hours. All no objections from all departments will be obtained by online system.Sugam an integrated vehicle management system will   facilitate to generate on line log book, payment of POL and vehicle charges to owner of the vehicle, transfer of vehicle from on district to another district. It also provides option for lodging complaints by vehicle owners regarding payment. This will assist the officials to requisite and monitor the management of the vehicle to be used during the conducted of elections.
