MOSCOW (Sputnik) — The ombudsman added that Russia was actively engaged in a dialogue with Finland and exchanged so-called lists of contacts with Finnish authorities, although a "full-fledged dialogue mechanism" was still to be created.
"We have proposed permanent dialogue mechanisms, but they are not willing to engage. This is a two-way street. Ideally, we need to sign corresponding agreements. Child protection is our absolute priority," Konstantin Dolgov said.
In the case of Norway, preventive action still needs to be agreed on as all conflicts over Russian children being placed into Norwegian foster care are debated after the worst has happened, Dolgov admitted.
The office of Russian commissioner for children's rights estimates that 55 children were taken away from Russian families in Norway and 74 such cases were reported in Finland in the past three years.
