Minahasa man accused of using own daughter as sex slave

ncreasing numbers of sex offenses against underage victims have been reported lately in some areas in North Sulawesi. Not long ago, the head of a government office in Manado was reported to police for alleged molestation.

Recently, the police in North Sulawesi arrested a man, identified as Sam, at his house in West Langowan district, Minahasa regency, for allegedly making his own daughter his sex slave for the last six years.

North Sulawesi Police’s general crime director, Sr. Comr. Pitra Ratulangi, claimed the victim, now 14 years old, had been forced to have sex with her father when she was a third grader in elementary school and that the acts continued for the next six years.

“The latest act was committed on Sept. 23, 2016,” Pitra said earlier this week.

Police allege that in the last sexual encounter, the girl was forced to have sex even though she was on her period, but she eventually yielded after being threatened with a beating.

According to her account to the police, police said the girl was raped almost every day when her mother left for work and when her mother went out of town for weeks.

Although the mother had noticed something wrong in the house, police said she was convinced that everything was fine.

Meanwhile, the girl was reluctant to allege the sexual abuse she faced over fear that her father and mother would get divorced. Eventually, she spoke out.

The North Sulawesi police also recently arrested a 56-year-old man, identified only as JW, at his relative’s house in Wori, Minut, for allegedly raping three elementary school girls.

Pitra said the arrest was made following a police report saying that the man had been repeatedly committing the act since November 2015 on an 8-year-old girl while threatening her with a kitchen knife.

The girl was also made to fear for her life. “That’s why [she] was afraid to inform her parents of the rapes,” Pitra said.

The man was reported to police on Sept. 16 by the girl’s aunt who said she caught him at his house. “Based on this, the victim’s family reported the case to the police,” he said.

Further investigations later revealed there were other possible victims, another 8-year-old girl and an 11-year-old. The police then arrested JW.

“During the examination, JW admitted to the sexual abuses the victims spoke of,” Pitra claimed, adding the police also seized the knife allegedly used to threaten the girls while raping them.

“We call on parents not to get careless in monitoring their children. Never allow crimes to freely get near them,” he said.

The arrests of Sam and JW received appreciation from Jull Takaliuang of the North Sulawesi child protection commission, saying that the firm and quick response made by the police had to be continued by the prosecutors and judges who will try the cases.

He said a father who raped his own daughter had to be punished to the maximum sentence according to Law No. 23/2002 on child protection.

“There is no tolerance. The maximum penalty is 15 years’ imprisonment and a fine. If the perpetrator is a parent, the sentence has to be one-third higher,” Jull said on Wednesday.
