Annual Plan: Depts asked to explore PPP possibilities

CHANDIGARH:The Haryana Government has initiated the process for the 2017-18 Annual Plan and asked the departments to explore the possibilities of public-private partnership (PPP) in the execution of new projects.

The Haryana Government has initiated the process for the 2017-18 Annual Plan and asked the departments to explore the possibilities of public-private partnership (PPP) in the execution of new projects.

In a communication, the Planning Department today asked various departments  to ‘keep sufficient funds for the existing ongoing works so that  these could be completed.” “All  ongoing plan schemes should be reviewed and the schemes that have outlived their utility must be closed down and the existing staff created under the scheme be transferred to other schemes,” the communication asserted.

Asking the departments to keep  sufficient funds for committed liabilities under the existing  schemes while formulating the 2017-18 Annual Plan, the communication asked the departments not to formulate  any new scheme if similar objectives were covered  under any scheme of the Centre. 

Moreover, the departments have been asked to take into consideration the funds available for the flagship programmes while finalising the allocation under the plan schemes. The departments have also been asked to  make efforts for the formulation of schemes by augmenting resources from funding agencies such as NABARD and the National Capital Region Planning Board (NCRPB).

Meanwhile, the communication asserted: “The funds earmarked under the SCSP will be non-divertible. Non-utilisation of funds under the SCSP will lead a proportionate  cut in the outlay of the department,” the  communication warned.
