MYSURU: The University of Mysore has defied the Karnataka government order with regard to restriction of appointment of assistant professors to a constituent college, Yuvaraja's College, and has continued with it.
Deputy secretary to the higher education department (universities) R Somashekar wrote to the varsity registrar on September 24, directing him to stop the appointment process with immediate effect and submit a detailed report on the points raised on this within three days.
Despite the order, the varsity continued the process and conducted interviews on September 25.
Yuvaraja's College had issued a notification on July 22, 2016 inviting applications to fill up 48 posts of assistant professors on contract to various UG and PG courses for five years. It shortlisted 700 candidates and interview dates were scheduled from September 21 to October 8. The first round of selection process was completed from September 21-25 and the second round will be on October 5-8, 2016, college principal H Nanjegowda told TOI.
The VC replied to the deputy secretary on September 24 itself and the apointment process is under way as scheduled as there is no further direction. The principal said interviews were conducted on Sunday (September 25) too.
Nanjegowda said the VC has powers to make temporary appointments without approval of the state as the latter has permitted varsities to make contract appointments without financial burden on the state. Since the entire expenditure is met by autonomous colleges, UGC guidelines here won't apply with regard to payment.
Directing varsity to stop the process, the department had asked whether permission for recruitment had been taken from the government, whether there is provision to make appointments on contract for five years and if there was any provision to pay Rs 45000 - Rs 50000 to lecturers on contract as per UGC guidelines. The department also sought information on whether the reservation policy is being followed and appointment is being done as per UGC and government procedures.
