5,000 flats to be cleared for handover by September 30

GREATER NOIDA: Four housing projects — Sam India, AIG, La Residentia and Nirala — in Greater Noida will be issued completion certificates by September 30. Talking to TOI after a meeting with developers of 21 projects located in the city, Deepak Agarwal, chief executive officer (CEO), Greater Noida Industrial Development Authority (GNIDA), also said it was part of the attempt to fast-track handing over of 18,000 residential units to homebuyers before this Diwali.
Agarwal said that while four of the developers have promised to procure completion certificates for their group housing projects by September 30, the remaining 17 builders have been issued individual timelines to get either completion certificates, part-completion certificates or temporary occupancy certificates by October 15, 2016.
Agarwal said the issue of pending completion certificates had led to a great deal of harassment to homebuyers, who had been running from pillar to post to procure possession of their homes. “Sam India, AIG, La Residentia and Nirala will be issued completion by September 30. There are about 5,000 flats involved in these projects,” the CEO said.
“For all other projects, we have decided a schedule and formalised a mechanism for handing over of completion after reviewing each project in detail. According to the schedule, the last project will be issued completion will be October 15,” he said.
Agarwal said that to expedite the issuance of the certificates, the GNIDA had also invited officials from the labour department. We were able to resolve a number of issues related to deposition of labour cess being faced by the developers,” he said.
According to the CEO, of the 21 projects, many developers have also deposited their outstanding dues. “While some have no dues now, 50-60% have deposited 10% after applying for rescheduled payment plan. These include Sam India, AIG, La Residentia, Nirala, SK Reality, Exotica, Ajnara, Eros, Galaxy, etc,” he said, adding that the meeting was extremely fruitful in addressing the roadblock being faced by both the developers and homebuyers.
Meanwhile, the GNIDA said that out of the 95 builders on the defaulters’ list, 91 had applied for the rescheduled payment plan. These builders have to pay 10% of their outstanding dues within 30 days and 25% in instalments of 7.5% in the next three months. With this the GNIDA hopes to collect Rs 750 crore by January 2017.
