City RTO dept left headless as its chief is transferred

The home (transport) department on Friday issued the transfer order of Nagpur City RTO DT Pawar, shifting him to Kolhapur without naming his successor. This leaves the City RTO headless, since even the lone post of deputy RTO has been lying vacant for the last four months. In all, there are 59 vacant posts in the City and deputy RTO offices.

Nagpur: The home (transport) department on Friday issued the transfer order of Nagpur City RTO DT Pawar, shifting him to Kolhapur without naming his successor. This leaves the City RTO headless, since even the lone post of deputy RTO has been lying vacant for the last four months. In all, there are 59 vacant posts in the City and deputy RTO offices.
Sources said that since his posting in Nagpur City RTO, Pawar has been trying his best to move out of the city.
Even TOI had highlighted that he was visiting Mumbai frequently for that purpose.
On Friday evening, the department finally issued the transfer orders. Along with Pawar, the home department also transferred RTO Rajendra Kadam from transport commissioner’s office in Mumbai to Nashik, and Kolhapur RTO Laxman Darade to Panvel. Unfortunately, the home department office in Mumbai has not named Pawar’s replacement.
Transport commissioner Praveen Gedam was not available for comments on the issue.
Sources said there is reluctance among bureaucrats to come and serve in Vidarbha, especially the state’s second capital Nagpur, since a high court bench is situated at Nagpur. Quite a few times people approach the high court against government departments, and the bureaucrats are held accountable by the HC. This is why many officials refuse to work in this region.
This is also one of the reasons the lone post of deputy RTO has been lying vacant for the last four months. City RTO and deputy RTO offices in Nagpur have been grappling with shortage of manpower since long, with over 59 posts lying vacant for years together. The vacant posts include deputy RTO, assistant RTOs, motor vehicle prosecutors, inspectors, assistant inspectors and office superintendents.
Against the sanctioned posts of 125, the city office is being managed with 78 staffers only. Of the 36 posts in East RTO, 12 are vacant.
“The staff crunch in both these offices is hampering day-to-day work,” sources added. As the lone post of motor vehicle prosecutor or law officer too is lying vacant, it has affected law related cases in various courts, including the high court. Rajashree Yenurkar, a junior clerk in City RTO, has been given charge of assistant motor vehicle prosecutor.
