NOIDA: No increase in FAR (floor area ratio), visitor parking only within residential society complex and no NOC (no objection certificate) till the builder provides infrastructure of under construction / proposed towers in upcoming and under construction builder projects are some of the measures approved by authority CEO P K Agarwal in a meeting with NCR RWA late Thursday evening.
Other issues discussed included streamlining of unauthorised parking charges, free parking in malls and hospitals, check on encroachments, broadening of drains for their cleanliness and also covering them with greens, a fogging schedule and more.
"We are getting too many complaints by homebuyers on how their hard earned money is being squandered by the builders in the name of last minute unauthorised and non scheduled increase in FAR leading to additional cost burden of not only their property unit but also the stamp duty increase as result of it. Many homebuyers have already paid such unauthorised and unscheduled charges which were not part of their sale agreement," said P S Jain, president Confederation of NCR Residents Welfare Association (CONRWA) who led a delegation including Chetan Sharma, general secretary, N P Singh, senior vice president Brig (retd) Ashok Hak, Sushil Agarwal, Dr Anju Pachauri, Anita Singh and Mainpal Singh in their meeting with authority CEO P K Agarwal late Thursday evening.
Chief planner and architect S C Gaur was also present in the meeting.
Jain further added that problems and difficulties for homebuyers has also increased with non-completion of projects.
CEO Agarwal assured CONRWA delegation that no increase in FAR will be allowed in upcoming projects and those under construction. He also apprised the delegation that henceforth NOC and completion certificate "will only be given to builders subject to completion of common facilities, payment of dues by builders as per latest rulings and those who complete the infrastructure work of under construction towers or projects," said Agarwal.

On unauthorised parking in front of schools, hospitals and commercial complexes, Agarwal agreed to CONRWA suggestion that they be allowed inside the school/hospital building complex and not to encroach the road outside.
A similar arrangement was also agreed upon for residential apartment complex where visitor parking will be provided for within the society and not outside the gate encroaching the roads. "Schools, IT companies, corporates will be asked to park vehicles within their premises and not outside their complex," said N P Singh senior vice president CONRWA.
Further to curb encroachment, no road side parking of autos/rickshaws within 50 metres of street crossings and in/out gates of RWAs/society complexes will be allowed.
Agarwal assured that while sector 18 multi level parking will be ready soon, management of vendors and hawkers within designated vendor zones is on the anvil.
Further, auto/cycle rickshaw stands will be marked with yellow paint as also authorised parking areas will be marked and painted.
The delegation also urged the need to remove encroachment of local sector market/commercial places and frequent fogging and spray of anti larvae disinfectants.
