Baloch Leader Bugti's Asylum Request to India Enters Final Leg

At this year's Independence day speech Modi said Pakistan's violation of human rights in Baluchistan must be highlighted.

Baloch leader Brahumdagh Bugti's asylum request to India has reached it's final leg after Ministry of Home Affairs received the proposal from Ministry of External Affairs.

Government sources said the application will now be processed and a final decision on grant of asylum and nature of asylum that is to be granted will be taken accordingly.

Bugti, currently based in Geneva had applied for political asylum to India so that he gets a passport to travel the world and raise the cause of human rights violations in Baluchistan at international forums.

A government officer said the final decision to grant asylum will be taken politically but the precedent of Dalai Lama will be closely looked at in terms of procedure.

Tibetans living in exile in India get a registration certificate first and on recommendation of The Bureau of His Holiness the Dalai Lama (HHDL), New Delhi, the Indian regional passport office issues an Identity certificate to them.

During their travel abroad this identity certificate coupled with a no objection certificate from foreigners regional registration office (FRRO) is treated as the relevant travel document.

"A registration certificate gives a Tibetan all citizenship rights except the right to vote in India. If Bugti is granted asylum the Tibetan model of Identity Document is the most likely model that will be followed," said a government official.

Bhraumdag Bugti, son of the slain Baloch leader Akbar Bugti fled from Pakistan to Afghanistan in 2006. He later moved to Switzerland in 2010 and sought political asylum there.

The request was still pending when Indian Prime Minister Narendra Modi raised the pitch for Baluchistan.

Bugti's asylum request immediately after India attacked Pakistan on its Baloch conduct assumes significance.
