Nonprofit’s defunct lot collects rent but owner is a mystery

The parking lot on Rockaway Boulevard is jammed with trucks, construction equipment and even a boat. A sign marks it as private property.

The Queens lot is owned by a defunct nonprofit tied to Assemblywoman Vivian Cook, who bought it with a half-million dollars in public Port Authority funds. At least two companies are paying rent to store their vehicles there.

But who collects the thousands of dollars in rent money is a mystery.

The Rockaway Boulevard Local Development Corp. shuttered years ago after The Post exposed its wasteful spending. It lost its federal tax-exempt status in 2012 and hasn’t filed any documentation with the state Attorney General’s Office since 2008.

Cook told The Post last year that the nonprofit was resurrected and renting the Jamaica lot to a New Jersey contractor who stored equipment there. She said the revenue would be used to pay off back taxes.

City records show Rockaway Boulevard LDC still owes $11,140.47 in taxes.

The Rockaway Boulevard LDC purchased the property in 2006 for $560,500 using Port Authority funds. It had hoped to build a business-resource center at the site, but it remained empty until it was turned into a private parking lot in 2014.

Last week, Cook, who founded the nonprofit in 1979, said she had nothing to do with the group and the lot rental.

“I’m not that close to it anymore,” she said, insisting that the nonprofit’s former treasurer, John McRae, was in charge.

“Oh, really?” McRae, 88, told The Post. He said he wasn’t involved with the nonprofit.

The property is generating plenty of cash, according to one renter.

Kumar Ramlogan, who owns a Queens trucking company, said he was renting a spot for $800 a month. He said he paid Louis Scrivens of New Jersey, who also used the lot, and believed that the money went to the Rockaway Boulevard LDC.

Scrivens did not return a call seeking comment.

The AG’s Office said it was reaching out to Rockaway Boulevard LDC about its failure to file documents.
