SHRC seeks explanation on doctors’ postings

The State Human Rights Commission (SHRC) has sought an explanation from the State Public Service Commission Secretary and the General Administration Secretary on the failure to appoint through special recruitment Ayurveda doctors who are physically challenged to the 35 seats they are entitled to. For appointments made through the PSC, three per cent of the vacancies have been set aside for the physically challenged. However, no special recruitment has been done since 2012.

The stumbling block is order number 03/13 issued by the PSC in April 2013 which says that in the absence of physically challenged candidates, the seats lying vacant should be moved to the general merit category.

Apex court order

However, in 2015 the Union government, on the basis of a Supreme Court order, had directed that special recruitment should be made to the posts set aside for the physically challenged in a time-bound manner.

The complainants had sought that the apex court order be implemented and an advertisement for special recruitment be issued. The SHRC order came on a complaint from Aji Antony and others. The case will be considered on September 7.
