The statement by the police had almost led the Delhi high court to put an end to criminal proceedings against the accused, Rajvir Singh, till the public prosecutor Sunil Sharma smelt a rat and urged the court to probe further.

NAGPUR: Assistant Commissioner of Police (ACP) Sudhir Dalvi, who was transferred to the city in February 2016, has been suspended for not reporting to his duty in the city, by the state police headquarters a couple of days ago.
State Director General of Police (DGP) Satish Mathur, while addressing the media, stated that officers who are posted at Vidarbha or in the parts of the region will have to take charge of their duty on the date given to them, without giving any reason.

Predecessor DGP Dixit, IPS officer of 1977 batch, has initiated an action against officers who delay their postings, said Mathur, who addressed his first press conference in Virdabha after taking charge. Mumbai-based transferred officers, who find their transfer to Nagpur as punishment, or below their dignity, will face strict action, he added.
Mathur, IPS officer of 1981 batch, also added that every officer will be liable to get posting anywhere in the state without their liking or choice. He also added that officers cannot take direct or indirect stand against department’s decision. Dalvi was transferred from Mumbai to Nagpur for the ACP position. His suspension has surprised everyone in the police department. “As the Nagpur Pact states, 23% of government jobs are preserved for locals. So if they recruit local officers for the same post, it will help to clear the back log,” said Former DG home guard PK Chakraborty.

A number of officers have earlier avoided joining their post in the city. Former DGP K Subramanyam, IPS officer of batch 1976, had refused to work as the Commissioner of Police of Nagpur. In another case, Former Deputy Inspector General of Police (DIGP) C Daithankar, IPS officer of 1998 batch, had also modified his transfer when he was transferred from Addl CP of Pune to Addl CP of Nagpur in 2015.
Generally, officers, from rest of the states don’t accept postings in the region as they find it backward in comparison to other developed cities such as Mumbai. But the officers who received transfers from the city to other place have stuck to Nagpur. Same thing happened in case of Shrikant Tarwade, waited for around two years after his transfer as Daithankar did not report to the city.
Even today, the two posts of Addl CPs, including crime branch are vacant, despite CM Devendra Fadnavis, who belong to the city, promised to provide the best security. (Reporting by Vishakha Virkhare)
