Talks have broken down between Tottenham and Marseille over the transfer of winger Georges-Kevin N'Koudou.
The France U21 international looked destined for White Hart Lane earlier this summer after passing a medical with Spurs.
However, the move now appears to have stalled with Marseille concerned over the payment structure of the deal.
Tottenham had a £10.9m offer for the 21-year-old accepted in July. However, the two clubs have now reached a stalemate after failing to finalise the deal, which was to include Clinton N'Jie heading the other way on a season-long loan.
It is thought the deal for N'Koudou may have been partly disrupted by the ongoing boardroom changes at Marseille.
Italian businessman Giovanni Ciccolunghi was recently elected as club president on July 23 following the resignation of his predecessor Vincent Labrune.
Meanwhile, the French club have also recently appointed Gunter Jacob as their new sporting director. Both men wished to review the N'Koudou/N'Jie deal before it was completed.
N'Koudou has remained in London since passing his medical, while N'Jie is reportedly still in France, as both players wait to see if a deal can be agreed before the start of the new season.
Spurs boss Mauricio Pochettino is due to hold a press conference on Thursday afternoon ahead of Tottenham's opening day fixture at Everton on Saturday.
