NDMA recognises Mumbai as a role model in disaster management

Exalting the city's disaster management unit as a role model for other states in India, Lt Gen NC Marwah, a member of the National Disaster Management Authority (NDMA) lionised the flood-relief measures and other planning prepared by the Brihanmumbai Municipal Corporation (BMC).

"They have followed and implemented the guidelines of NDMA for disaster management impressively, we recommend other states to see Mumbai's disaster management work," said Marwah.

Talking to dna on the sidelines of his day-long visit to Mantralaya and BMC, to check the disaster management plans and mitigation measures, he said the capacity-building efforts taken by the city's disaster management team to connect at a community level and with other agencies, such as NDRF, navy and coast guard, will be a textbook guide for other regions.

Citing a policy change on standardisation of structural audits, he claimed that work is being carried out in the centre to set one-line parameters for all such surveys in the city. "The aspects of the policy are being worked out and we are going to bring in changes that will set uniformity in the way audits are conducted," Marwah said.

He added that the government through the first-ever National Disaster Management Plan (NDMP) — unveiled by prime minister Narendra Modi in June — has brought about a change in its approach to disaster management from a relief-centric to a holistic and integrated coverage of the entire matter. The new approach includes prevention, mitigation, preparedness, response, relief, reconstruction and rehabilitation of both man-made and natural disasters.

"The NDMP has evolved over a period of time, it encompasses all aspects and dimensions of disaster management. The most important part of the plan is the horizontal and vertical matrices; it clearly outlines who has to do what, right from the panchayat to a local body to a district and state level and the Centre" he said.

Marwah, a former additional director general (military operations), coordinated response of services during the 26/11 attack. He also outlined the importance of training against human-induced disasters (chemical, biological, radiological and nuclear).

"CBRN training is a must for Mumbai. We are arranging a mega state-wide three-day-long exercise, soon, involving multiple agencies to ensure that the state disaster management and the city disaster management are well equipped to mitigate such threats," he informed.
