Patna: The Bihar Human Rights Commission (BHRC) on Tuesday summoned the deputy controller of civil defence (Patna) with an action taken report (ATR) over non-payment of allowances to civil defence volunteers in Patna district.
According to a complaint filed with the commission, payments for contingency duties performed by civil defence volunteers and wardens during 2012-13, 2013-14 an 2014-15 have not been made till date, BHRC member Neelmani said in a press statement on Tuesday.

“The commission sought a response from Patna DM as well as Bihar civil defence commissioner on the matter and was informed that payments were not made to the volunteers despite adequate funds. In fact, the entire grant of Rs10 lakh was surrendered in 2014-15,” he said.
The BHRC, thus, summoned the deputy controller of civil defence (Patna) with an ATR in the matter on September 9.
