Adjust Faridabad college MBBS students in govt institutes: HC

CHANDIGARH: In a huge relief to the MBBS students (2014-15 batch) of now closed Gold Field Institute of Medical Sciences and Research (GFIMSR), Faridabad, the Punjab and Haryana high court on Wednesday directed the Haryana government to adjust all of them in state-run medical colleges.
The high court passed these orders after some students had challenged the state government's notice that some of them would have to be adjusted in private colleges, which they objected to on the grounds that it would cost them 20 times more than studying in a government college.
Allowing their plea, Justice G S Sandhawalia directed the state to admit the students in government medical colleges on proportionate basis as per merit and to complete the exercise within 10 days.
The court further directed the state that the girl students could be adjusted at Bhagat Phool Singh Government College for Women, Khanpur Kalan in Sonipat district. The court also clarified that the benefit of fee deposited and classes, which have been attended by the students of the said batch in whichever college after they were shifted earlier, would be given in the subsequent colleges so that they will not have to face any difficulty regarding any fee or shortage of lectures.
"The state would take necessary steps to increase the infrastructure in the said medical colleges on account of additional students from the amount that has been received from the bank guarantee of the GFIMSR as per the guidelines of the Medical Council of India (MCI), in view of the fact that the same stood encashed," held the court.
The matter had reached before the HC in the wake of a bunch of petitions filed by the students. According to the petitioners, they were MBBS students of GFIMSR Faridabad, which had closed down on account of the non-grant of the recognition for the session 2015-16.
The Union government had on March 25, 2016, decided that the batches of such students would be divided amongst four government colleges at PGIMS, Rohtak; Maharaja Agrasen Medical College, Agroha; Bhagat Phool Singh Government College for Women, Khanpur Kalan; and Shaheed Hasan Khan Mewati Government Medical College, Nalhar.

The petitioners had challenged the public notice issued on May 22 whereby the state decided to adjust the students on a proportionate ratio as per sanctioned intake in both government and private medical colleges.
According to the petitioners, the MCI has already clarified that the 100 students, who were admitted for the said batch of 2014-15, were to pay the government fee as prescribed at Rs 60,220, which is the fee payable in the government medical colleges.However, as per the public notice, they were being adjusted in private colleges whereby they would have to pay fees Rs 7 lakh per academic session.
The petitioners had argued that only 64 students were being adjusted in the government quota and rest would be adjusted in the two private medical colleges.
They had challenged the Haryana government's move on the grounds that with the notice they would be forced to pay the fee 20 times more than the government colleges, which was arbitrary.
