Jaipur: With an aim to check the influx of ramshackle vehicles in state, the transport department has stipulated that vehicle's registration would no longer be issued solely on the basis of the rent agreements, instead, the permanent residence proof will have to be furnished by the tenants.
"It is true that lot of people live on rent, but we have also seen a surge of old vehicles which cannot ply in New Delhi, being sent to our state for the registration.
These owners become tenants for a month or two, just to get the registration. After getting it done, they become untraceable," said Kalpana Agarwal, Jaipur RTO.
She added that owners of buses and trucks have to pay regular taxes to the RTO, but after paying one time registration amount; these owners flee the state, leading to severe loss of revenue.
"Our teams have visited the addresses mentioned in their agreements. The landlords would claim that they don't know where their tenants have gone. This has become a major problem for all of us," she added.
Apart from the loss of revenue, the decision was also taken after considering the security concerns.
According to transport commissioner SK Agarwal, it was reported that there was a spike in number of vehicles from neighboring states coming to Rajasthan for registration.
The owners would pose themselves as tenants and furnish rent agreements. Soon these owners were untraceable and nobody could locate their whereabouts.

"The untraceable vehicle owners, with no permanent resident proof, give rise to criminal activities too. We wanted to ensure that we have the complete and authentic information about the owners. As a rule, the rent agreements were never allowed for registration. But RTOs continued to issue registration against rent agreement for several years as an old practice," Agarwal told TOI.
RTO officials further added that as per new norms, the tenants would have to furnish the original proof of their permanent residence, which could also be AADHAAR card, LIC card, an identify proof their landlords would also be required.
