State looks at big data analytics for better governance

The Andhra Pradesh government is employing big data and analytics to strengthen the decision-making process and improve governance at all levels, according to Information Technology (IT) Secretary P.S. Pradyumna. One of the big activities that the government is involved is big data analytics to define and strengthen the governance, he said.

Mr. Pradyumna was addressing a two-day workshop on Unique Identification Authority of India (UIDAI) here on Tuesday.

A large shift had been towards digital governance, which was data-driven, he said. The State government had digitised the data of every department and launched real time monitoring of the performance. The Chief Minister monitors the performance of each department through his CM office real time executive (CORE) dashboard. Unlike conventional method of updating data using excel, the data is updated automatically. It helps the government to analyse real time data, he said, adding, the Chief Minister starts his day by examining his dash board.

The government integrated the data with the services and welfare schemes offered to the people. All authentications so far were being done primarily based on the Aaadhar number. It helped in huge savings and eliminating corruption and fake beneficiaries.

CORE features

Companies such as Google and Microsoft were attracted by the government initiatives and requested it to share the data with them. The Government turned down the request as it was a sensitive issue, he said.

Explaining the features of CORE, Mr. Pradyumna said that there were 27,530 history-sheeters in the State. Earlier, the history-sheeters used to mark their attendance at police stations every day. Now, a beat constable collects the biometric attendance at the history-sheeters’s residence. It helps in zeroing in on the accused by analysing the data of his/her movements at the time of offence, he said.

Any citizen can visit the CORE dashboard portal to assess the efforts of the Government. For instance, it was possible to analyse the medicines distributed at government hospitals, PHCs, etc on a given day. The government can keep a tab on the attendance of the doctors and other health staff. This apart, the data was aiding the Government understand the disease patterns, he said.

Mr. Pradyumna urged the UIAI officials to depute an official permanently to Andhra Pradesh so that clearances could be obtained at the earliest. There are several proposals in the pipeline to further escalate the use of Aadhaar in the State. It would be used to check school dropouts, improve agricultural productivity and provide better citizen services, he said.
