Revenue Department to scrap outsourcing of services

Revenue Minister Kagodu Thimmappa said his department is planning to withdraw all outsourcing businesses and recruit personnel for delivery of various services.

Addressing presspersons here on Saturday, the Minister cited a few reasons for stopping contract services.

“Outsourcing of services to vendors is painful for customers, primarily because they are not disciplined and irregular in providing services to citizens,” he said.

The department outsourced services to Atalji Janasnehi Kendras across the State. These kendras, manned by private agency personnel, have been offering several services such as caste, income, birth and death certificates, and Record of Rights, Tenancy and Crops. The department has also hired services of surveyors.

He said nearly 3,000 vacancies exist in the department. Over 1,000 surveyors, and 70 tahsildars’ posts are vacant. A large number of village accountant posts are also vacant. The department would recruit personnel and office-cum-residential facilities would be provided to village accountants for creation of land records, the Minister said. Outsourcing of services to private vendors began during the S.M. Krishna government following the implementation of the economic restructuring programme under the World Bank.

He said pahani/RTCs and other documents related to land would be issued at the gram panchayat level.
