Africa –Priorities to enhance the implementation of Chemicals
Conventions (as identified by the countries)
Institutional Capacity- building – regional level
 EAC and SADC Secretariats to facilitate the adoption of harmonised procedures
for pesticide registration to strengthen registration processes, increase control on
pesticide quality and contrast illegal trade in the regions
 FAO/EAC and SADC Technical Working Groups have been established in both sub regions
 Phasing out of Highly Hazardous Pesticides to eliminate pesticide that pose
unacceptable risk to human health and the environment from agriculture
 Regional dialogue held in April in Johannesburg resulting in a regional strategy for SADC
countries being developed with the technical assistance of FAO and Rotterdam Convention

National capacity-building– country level
Designated National Authorities have an increased capacity to implement target MEAs:
 National pesticide legislations are aligned with international instruments (BRS);
 Pesticide Risk Assessment skills (e.g. pollinators and other non-target organisms,
ground water leaching, aquatic organisms, wild life);
 Mechanisms and Tools to manage data and share information to better
implement the target MEAs (e.g. FAO Pesticide Stock Management System).

 Member states urged UNEP to work on synergies between MEAs
 More support needed for incorporating synergies issues into
NBSAPs
 NBSAP are key tools / entry point to implement MEAs and develop
effective synergies
NB: None of the post 2010 NBSAP deal with synergies specifically,
National Coordination Committees established in more and 30 countries
can potentially help in synergies
 A workshop on NBSAP organized in March 2016 by DELC

NBSAPs and synergies between biodiversity related MEAs
 Countries are already looking at implementation options
 Institutional mechanisms being developed for enhancing
synergies
 Need additional support (financial and technical)
 Reporting related options seem to get more attention to deal with
synergies
 Understand specific opportunities and challenges related to
NBSAP implementation to support synergies (countries that have
already completed their NBSAPs)
 Help and support countries currently finalizing the NBSAPs to
include relevant sections and actions into NBSAPs on synergies
 Prepare a road map for CBD SBI, UNEA 2, CITES COP, CBD COP

Raphaelle Vignol UNEP Division of Environmental Law and Conventions 25-26 may 2016 Nairobi, Kenya EU-ACP MEAs II FAO Regional Policy Dialogue Ecosystem Services from Sustainable Agriculture for Biodiversity Conservation Francesca Mancini FAO Plant Production and Protection Division Africa –Priorities to enhance the implementation of Chemicals Conventions (as identified by the countries) Institutional Capacity- building – regional level  EAC and SADC Secretariats to facilitate the adoption of harmonised procedures for pesticide registration to strengthen registration processes, increase control on pesticide quality and contrast illegal trade in the regions  FAO/EAC and SADC Technical Working Groups have been established in both sub regions  Phasing out of Highly Hazardous Pesticides to eliminate pesticide that pose unacceptable risk to human health and the environment from agriculture  Regional dialogue held in April in Johannesburg resulting in a regional strategy for SADC countries being developed with the technical assistance of FAO and Rotterdam Convention Secretariat

Raphaelle Vignol UNEP Division of Environmental Law and Conventions 25-26 may 2016 Nairobi, Kenya EU-ACP MEAs II FAO Regional Policy Dialogue Ecosystem Services from Sustainable Agriculture for Biodiversity Conservation Francesca Mancini FAO Plant Production and Protection Division Focus on the Africa Hub activities AFRICA – Some of the planned activities: Expected achievement Review regional natural resource strategies in selected Regional Economic Communities (RECs): stock-take and identify gaps and overlaps, develop tools and guidelines for harmonizing and revising the strategies Natural resource strategies At least 2 Regional Economic Communities have in place revised strategies on MEAs Support the AGN on Biodiversity to hold pre-COP meetings AGN / Biodiversity African countries demonstrate a high standard of negotiation skill and make very meaningful interventions during COPs and MOPs Support the implementation of the African Coordination mechanism on Biodiversity Biodiversity - Coordination mechanisms A Coordination mechanism on Biodiversity is established and operational by 2017 Provision of resource people to selected member states to assist to update NBSAPs which include resource mobilization component NBSAPs At least 2 countries have updated NBSAPs Hold a second parliamentarians colloquium on biodiversity and/or chemicals integration into the national planning process Parliamentarians Biodiversity and chemical/waste concerns mainstreamed into developmental plans and policies of at least two countries by 2017 Develop legislative and regulatory framework for persistent organic pollutant (POPs) management for selected African Countries PoPs At least 2 countries have regulations on POPs by 2016 Hold a workshop for focal points on MEAs synergistic implementation and best practices on the 2 MEAs target clusters Synergistic implementation At least 2 countries have in place by 2017 synergistic implementation strategies/plans Working with FAO and IAPSC, promote use of the Global Harmonized System codes for control of PIC and POP pesticides PIC and PoP pesticides At least 2 countries adequately implement the GHS system by 2017
