Eben C. Hansel

Twelve Ballard Spahr attorneys have been elected to the firm’s partnership, effective July 1, 2016, firm Chair Mark Stewart announced today. The new partners are drawn from five of the firm’s 14 offices—Atlanta, Baltimore, Denver, Philadelphia, and Washington, D.C. They represent the business and finance, intellectual property, litigation, public finance, and real estate practices.

Ballard Spahr’s new partners are:

Lindsey Ermey, Philadelphia

Ms. Ermey is a family wealth management lawyer who concentrates on estate planning, estate and trust administration, estate and gift tax planning, and charitable giving. She is experienced in handling a variety of planning situations for individuals and family groups, including the use of sophisticated estate planning techniques, life insurance planning, and negotiation of premarital agreements.

Ms. Ermey also advises the trustees of large, complex trusts in several jurisdictions on tax and administration issues. Before joining the firm, she worked in the Institutional Investment Management division at Morgan Stanley.

Glenn J. Figurski, Washington, D.C.

Mr. Figurski focuses on complex transactional real estate matters nationwide. He represents major lenders in commercial real estate finance transactions, including the origination of conduit, health care, multi-family, hospitality, construction and mezzanine loans, and in loan sales, participations and syndications.

Mr. Figurski also represents lenders and loan servicers in the workout and restructuring of distressed CMBS and non-securitized real estate loans, including modifications, forbearances, discounted payoffs, deeds-in-lieu and enforcement of remedies against borrowers and guarantors, and in general loan servicing matters.

Amy M. Glassman, Washington D.C.

Ms. Glassman advises public housing authorities, developers, nonprofits, and other recipients of HUD funds in regulatory, administrative, and transactional matters. She helps HUD funding recipients comply with federal program guidelines, particularly related to Section 8 (both housing choice vouchers and project-based rental assistance) and public housing.

Ms. Glassman focuses on fair housing and accessibility matters, including accessible design issues, tenant complaints, and fair housing policy development, investigations, and compliance.She advises on HUD enforcement and investigation matters, including OIG audits, HAP defaults and HUD debarment, suspension, and civil money penalty actions. On the transactional side, she assists with transactions involving HUD funding, including mixed-finance public housing redevelopments and conversions of public housing to Section 8, particularly those involving HUD's Rental Assistance Demonstration program. Before becoming a lawyer, Ms. Glassman was an affordable housing consultant.

Eben C. Hansel, Baltimore

Mr. Hansel focuses on commercial real estate law and transactions, and brings to clients additional experience in corporate transactions, bankruptcy, and litigation. He advises on matters involving permitting, title, zoning and environmental issues, acquisitions and dispositions, site development and construction, project financing, loan workouts and the acquisition of distressed assets, and leasing.

His clients include developers, national retailers, public REITs and private-equity investors, tenants, community development corporations, and nonprofit organizations. Mr. Hansel is a LEED Accredited Professional (New Construction) and serves as a board member of Live Baltimore and the Southeast Community Development Corporation.

Kevin W. Hathcock, Ph.D., Atlanta

Dr. Hathcock is experienced in all aspects of domestic and foreign patent prosecution, trademarks, trade secrets, opinion drafting, licensing, and international opposition proceedings in the chemical, energy, nanotechnology, and materials science fields. He also advises clients on the intellectual property issues involved in strategic business decisions. He has assisted in transactions, M&A due diligence, and license agreements involving chemical technologies, along with pre-litigation analysis of infringement issues and violations of intellectual property rights.

Dr. Hathcock has served as patent counsel to clients ranging from multinational corporations to small start-up companies and universities. Before entering private practice, he worked as in-house intellectual property coordinator for a large specialty chemical company. And before entering law school, he spent nearly a decade working as a research chemist, inventor, and group leader.

Reid F. Herlihy, Washington, D.C.

Mr. Herlihy provides regulatory and transactional advice on matters involving state and federal consumer finance laws. His clients include mortgage companies, servicers, consumer finance companies, financial institutions, investment banks, debt collectors, and secondary-market investors.

He advises clients on the CFPB's Mortgage Servicing Rules, advertising, fair debt collection, lending and servicing disclosures, loss mitigation, foreclosure procedures, and business practices. Mr. Herlihy has extensive experience with the SAFE Act and assists clients with state and federal examination issues and regulatory actions. He helps clients meet state and federal licensing and approval requirements, including those related to stock and asset acquisitions.

Will B. Igoe, Philadelphia

Mr. Igoe represents clients in civil litigation and criminal investigations involving the Racketeer Influenced and Corrupt Organizations Act (RICO), federal wiretapping and computer fraud statutes, state and federal unfair trade practices laws, and federal securities laws, including breach of contract litigation and shareholder derivative actions.

Mr. Igoe also represents a real estate investment fund in defending multiple putative class actions asserting RICO claims arising from its investments in a group of real estate development projects.

Darin Lowder, Washington, D.C.

Mr. Lowder focuses on energy, project finance, and related tax and public financing tools. He is experienced with such project technologies as utility-scale commercial and residential-scale solar photovoltaic systems, onshore and offshore wind development, biomass and biofuel projects, conventional fuel projects, and other energy efficiency and alternative energy technologies.

Before joining the firm, Mr. Lowder worked for publicly owned corporations, small start-up companies, and nonprofit organizations in the real estate, financial services, and educational sectors. He served as an economist for a consulting firm, a strategic marketing director for a publicly owned home builder, a business strategist for a publicly held technology company, and an executive at a nonprofit educational organization.

Matt A. Morr, Denver

Mr. Morr is a trial attorney with significant experience in litigating issues involving mortgage banking, intellectual property, data security, and disputes between businesses. He has litigated and tried cases, including injunction actions, in federal and state court and before arbitration panels. In addition, he is an experienced appellate attorney.

Mr. Morr defends lawsuits throughout the country alleging wrongful foreclosure or violation of debt collection statutes. He also represents companies in cases involving breach of contract, fraud, the misuse or theft of intellectual property, trademark infringement, and in bankruptcy proceedings. Mr. Morr’s appellate experience includes representing financial institutions and energy associations on appeals before the U.S. Supreme Court, the 10th Circuit Court of Appeals, and the Colorado Supreme Court.

Steve T. Park, Philadelphia

Mr. Park is a public finance attorney who advises issuers, underwriters, borrowers, and purchasers on the structuring, issuance, offering, placement, remarketing, and restructuring of tax-exempt and taxable municipal securities and other debt instruments and derivatives. His clients include investment banking firms, higher education and health care institutions, school districts, and municipalities.

Mr. Park also advises clients through the many phases of transportation, infrastructure, and public-private partnership projects. Among his recent projects—serving as counsel to the Virginia Department of Transportation for the I-95 HOT Lanes Project, advising the Georgia Department of Transportation for the I-285/SR 400 Reconstruction Project, and serving as bond Counsel for the Pennsylvania Rapid Bridges Replacement Project

John D. Sadler, Washington, D.C.

Mr. Sadler focuses on complex commercial litigation matters. He represents banks, financial institutions, lenders, contractors, homebuilders, real estate developers, commercial landlords, property management companies, insurance companies, and individuals in real estate disputes, corporate disputes, mechanics' liens, breaches of contract, construction, and leasing disputes. He represents financial institutions in litigation arising from residential mortgage lending, retail lender and consumer protection statutes.

Mr. Sadler has significant experience representing commercial lenders and servicers in litigation, default servicing, debt recovery, lien perfection, judgment enforcement, and lender liability defense matters. He assists lenders in planning, negotiating, and documenting commercial debt restructurings. He also regularly represents creditors, debtors, and trustees in litigation before bankruptcy courts, and represents creditors and financial distressed entities in all phases of the workout and restructuring process.

P. Andrew Spicknall, Washington, D.C.Mr. Spicknall is a public finance lawyer who represents lenders, underwriters, credit enhancers, borrowers, issuers, trustees, and purchasers in the structuring, issuance, offering, placement, remarketing, and securitization of municipal securities and other complex debt instruments and derivatives.

Mr. Spicknall’s clients operate in a broad variety of industries, including the areas of single family and multifamily housing, higher education, health care, tax increment and special assessment districts, water facilities, and charter school financings. He has also represented clients in numerous debt restructurings and workouts. His practice frequently involves the structuring and negotiating of interest rate swaps, caps, and other derivatives products.
