Manila's unilateral referral to the Permanent Court of Arbitration of its disputes with Beijing over the South China Sea issue does not "seem necessarily the most adequate initiative at this moment," Lydia Samarbakhsh, director of the international department of the Communist Party of France (CPF) has said.

In a recent interview with Xinhua, Samarbakhsh said: "Unilateral initiatives are the most inefficient," given the fact that all other available remedies have not been exhausted.

"If there is a genuine desire to reach political agreement that satisfies all parties," the terms of the process have to be the result of collective elaboration, she said.

According to Samarbakhsh, CPF believes that the South China Sea issue should be "discussed in the context of negotiations, political and diplomatic discussions that take as long as it should for the two parties to elaborate a mutual agreement." Endit
